The last of director Ram Gopal Varma's trilogy of films about India's underworld. The film deals with the union of the underworld and terrorism in modern day India, and follows the lives of a variety of characters who occupy roles on different sides of the law. RD (Sumeet Nijhawan) is the new head of the underworld in Mumbai after assuming control from the exiled Goonga (Upendra Limaye), who now waits for his chance for revenge. With Commisioner Arundhuti Barve (Vibha Cheebur), preferring to act first and think later, and Ahmad Hussain (Prasad Purandhare), the chief of the special Mumbai police unit, finding it hard to stay on top of his job, cooperation between local terrorists and the underworld is the last thing the city needs.
