In a chaotic and lawless Los Angeles at the turn of the millennium, the practice known as jacking in, using an illegal electronic device to undergo another person's experiences, has become a widespread phenomenon. Former LAPD officer Lenny Nero (Fiennes) refuses to partake in the many violent and twisted uses of this technology but he is nonetheless addicted to it and the experiences it allows him to relive with Faith (Lewis), the woman he loved.
